I think a lot of Hester’s skill as a returner isn’t actually in his own running abilities (not to say those arn’t good), but in his ability to use his blockers. When he slows down he slows down to put his blocker in front of him, and he runs where he sees he has strength in numbers. I think thats a large portion of his success. Also, notice that none of his moves are complex. Its quick side steps and sudden changes in pace.

@RoselleRams8 Okay let’s look at some PR stats then. In his first 3 seasons (2006, 2007 and 2008) Devin Hester fielded 121 punts and returned 7 of those for a TD. Meaning he returned a punt for a TD 5.8% of the time
In Jackson’s first 3 seasons (2008, 2009 and 2010) he fielded 99 punts and returned 4 for touchdowns. A return percentage of 4%.
The percent disregards number of returns, you can’t argue that Hester’s had more chances or that Jackson’s not the primary returner etc. Hester is better.
